Dr Carmen Pérez González

Carmen Pérez has been a Full Professor of Public International Law and International Relations at Carlos III University of Madrid since 2025. She is the author of a significant number of works on international and EU sports law, the fight against doping, and the protection of athletes' fundamental rights.
She has been the Principal Investigator of a research project funded by the Spanish Higher Sports Council on the role of sports in EU law and a collaborating researcher in several projects funded by the Erasmus+ program focused on sports-related issues. From September 2015 to July 2016, she was a Member of the High-Level Group on Sports Diplomacy of the European Commission. She holds the UNESCO Chair on Sports Diplomacy and the Development of a Human Rights Culture through Sports, established in 2021 at Carlos III University of Madrid. From 2006 to 2014, she was a member of the Spanish Sports Disciplinary Committee, and from 2018 to 2024, she served as President of the Competition Committee of the Royal Spanish Football Federation.
During their IAS Fellowship, Dr González will be collaborating with Professor Richard Giulianotti from the School of Sport, Exercise and Health Sciences.
